What Was Pinky's First Scene

election Inauguration election Bassam El-Zohbi

Chieti, November 5, 2008

PRESSRELEASE

The Department for Ecology and Environment of the Municipality of Chieti, Bassam El Zohbi, issued the following statement.
First, I want to reassure the public that the buildings owned by the town of Chieti containing asbestos are identified and always kept under control by the help of ASL Chieti.

add that the law is very clear and precise about the legal requirements for the collection, retention in office, removal and disposal of asbestos-containing materials present in building structures.

In fact, asbestos-containing materials, whose production was prohibited by Law No 257/92, was put in place until 1994 and, in relation to their conservation status and intended use, given that the average lifetime of these materials is about 20/30 years (may vary with exposure weather and the type of maintenance that they have undergone over time), must be programmed the type of intervention most appropriate remediation (removal, encapsulation or enclosure).

asbestos cement products, which have been used for roofing sheets and pipes in construction, have a composition of asbestos that is generally 10 to 15%, depending on the composition of the source materials themselves (see Table 1 attached to the Health of DM 06/09/1994). Asbestos-containing materials, removed from the structures, are today all the classification of "hazardous waste".
-removal of asbestos-containing materials in compact matrix (cement asbestos);
-safety disposal of materials and products containing asbestos.

The risk to human health is closely linked to the conditions of the material.

If the material is in poor condition or is abraded, sawn, drilled or polished or damaged for a improper maintenance or use of chemicals eroded by or under the influence of atmospheric agents, subjected to thermal shock, or even if brittle, increases the possibility of fiber release.

According to paragraph 4 of the DM 06/09/1994, pending of remediation, when it was detected the presence of asbestos-containing material, the owner of the structure and / or that you are responsible for the carries out a public employer (manager or officer with authority to spend) or private, must implement a program of periodic inspection and maintenance to monitor the conservation status of the material and carry out security measures. If

Detection of damaged materials and / or degradation which may result in release of fibers or in the case of brittle materials, the program should be immediately sent all'AUSL competent and contain the following information and documents:

- document or statement about the appointment a senior person with responsibility for monitoring and coordinating all maintenance activities, which may involve asbestos materials;

- proper documentation showing the location of materials containing asbestos. On installations subject to frequent maintenance interventions (eg. Boiler, pipes and other facilities exist) should be placed warnings in order to prevent asbestos being accidentally disturbed;

- documentation to ensure compliance with effective security measures during the cleaning, maintenance work and at any event which might cause a disturbance of asbestos materials. To this end, shall be provided a specific authorization procedure for the maintenance and any action taken must be kept verifiable;

- a document stating that has been given correct information to the occupants and / or neighbors building on the presence of asbestos in the building, potential hazards and how they should behave;

- if they are working in brittle materials, provision for inspection of the building, at least once a year, from staff to assess the condition of materials, completing a detailed report with photographic documentation. A copy of the report shall be forwarded all'AUSL competent authority, which may require to carry out regular environmental monitoring of airborne fibers inside the building.

The remediation by removal and removal of materials and those that involve the manipulation or removal of the preliminary material, shall be subjected to prior preparation of a work plan by the employer, to be forwarded all'AUSL 30 days. before the work pursuant to art. 59-k of the legislative decree 257/06 and subsequent amendments.

The employer (in the case of PA, the executive in charge) while updating the document for risk assessment under the Legislative Decree 626/94 and amendments shall provide to the occupants of the building is well informed about the presence of asbestos, potential risks and how they should behave, in collaboration with the Municipality and the Local Health Unit in relation to the measures deemed necessary for any monitoring and health (Article 4-5 of Decree 382/98).

Regarding building interventions may be planned for the municipal property, which was detected in the presence of asbestos-containing materials, as well immediate adoption of the control program in the material, as mentioned above, by the manager who actually has the delivery (Public Works Sector, Industry Sector, or other assets in the case of public destination), the coordinator design phase to ensure asbestos risk assessment in the preparation of plans for coordination and Security and the Designer, for its part, identifies the appropriate action in relation to the state of use found, providing however, that in an appropriate time schedule 'Any removal of MCA occurs in isolation from other jobs with reliance on managers registered as a company specializing in environmental cat. 10. Article. 39 of the LRA No 45/2007, reinventing what is already provided for by. 30, c.3, No LRA 83/2000, ruled that in renovating old buildings and / or demolition works shall be self-certified for the presence of objects or substances containing asbestos prior to any building work in each land unit.

E 'expected, in fact, that each municipality shall adopt, within 90 days. entry into force of the law, provisions requiring, for each construction project resulting from building permit, authorization or other act of communal assent (dia, specifications etc..), the owner or the designer or project manager to declare:

a) the estimation of the extent and type of waste that are produced including the self-certification or not the presence of substances containing asbestos into the land which the intervention;
b) the location where you intend to confer such waste. "And

'clearly the responsibility of the OR for works included in the Public Works program, even in the absence of specific regulation of the City to that effect, before the project is carried out in each of its levels, the necessary inspections of the compliance of the contents of the project document to existing legislation, as indicated in a preliminary document and the funds available, and the existence of the conditions technical and administrative measures to achieve full availability of the property.

In any case it should be noted that Article. 59-quater of Legislative Decree 257/06 has ordered recalled that prior to beginning demolition or maintenance work, the employer shall, including obtaining information from the owners of the premises, all necessary steps to identify the likely presence of materials likely to contain asbestos, and if there is any doubt about the presence of the same material in construction, apply the measures provided for therein.

The problems associated with managing the risk posed by airborne asbestos fibers, therefore, involves two main aspects: the first linked to workers' health and hygiene of the workplace, and the second related to environmental consequences of aerodispersione fibers and the possibility of inhalation of people in the area.

In cases of artifacts in an open environment is to be extremely difficult to monitor the environment and determine the concentration of fibers in the timing of any sampling. In case of damage, spontaneous or accidental, can occur in large-volume releases, but these are occasional and short-lived and, therefore, are not detected during the sampling.

During the visual inspection, therefore, must take into account factors that may cause future damage or deterioration to the assessment of the risk is that the most appropriate method of remediation. The checks and necessary actions must be billed to the owners of the properties (DM Health of 06.09.1994). "
